Photoshop has a lot of different versions, yes. Usually when people say, "photoshop" they're referring to either photoshop 7, CS, CS2, CS3, or CS4. Photoshop elements is a free version with fewer features, it comes with most graphics tablets. And, if you have a brush tool with opacity settings, you have more than enough.

I found when i was doing overlaying color/highlighting/shading that i got to the last step, the pen, which i didn't have! is there away to do that process or should i not even try it. Options be more conservative instead of a massive blob of color/highlighting/shading?

-highfive- I also can do squat with my photoshop. ^^ I have no idea how to use it and it takes up tons of memory on my computer. This is irrelevant, but...-shrug- :)

The pen tool is not included in any of the Photoshop Elements. It is only included in regular photoshop, such as Photoshop CS3 and Photoshop CS4.
Since you have Photoshop Elements, you will not have the pen tool. I suggest trying to use the brush tool to accomplish whatever you were supposed to do with the pen tool.
To use a thing similar to the pen tool, you could also download Inkscape, which is a free vector graphics program. http://www.inkscape.org/

Don't feel bad, I have the full version of photoshop and I still don't know what 90% of the buttons actually do. Like the multiply layer, what does that actually do? Does is actually multiply anything, or do they think it's funny to name things that way to confuse people like me. I've used it before, so I know the effects...but what exactly is causing said effect...?

Ah never mind, I'm rambling

It's kind of hard to explain but this might help you to understand what it is better. http://THAZumi.deviantart.com/art/Pen-Tool-Tutorial-63428363

Whoever said it was free? I mean yes you get 5.0 with a bamboo...but umm i just payed $50 after getting $30 off at costco for Elements 7 (The main differences are the ability to work with channels, and masks, as well as the pen tool.)
