It's outlined in ink and colored with colored pencils. I went a little too light with the coloring. Didn't think my scanner would suck THAT much out of it.

But, that's what GIMP and Photoshop are there for.
If you have GIMP or Photoshop, open up the picture, go to Colors > Hue and Saturation, turn saturation up, to 60 or so, and lightness down, to -10. Under Colors > Brightness and Contrast, turn down brightness and turn up contrast, but only a little (<10), otherwise you'll get strange colors. Then copy the layer onto a new layer, and set the new layer to "Overlay." If you aren't blinded, go to Layer > Transparency > Color to Alpha, and pick pure white. If it's still not up to the same color as your original, copy the overlay layer until it's pretty enough, adjusting the transparency of the overlays if necessary. It won't be perfect, as scanners do some permanent damage that can't easily be so easily removed, but you should get your colors back.

Oh, and the instructions are for GIMP. I don't know where everything is for Photoshop, but it shouldn't be too hard to find. Edit: except for those elusive transparency settings. =/
